Muhammad Kamran Khan Mulakhail

Early life and education

Muhammad Kamran Khan Mulakhail was born on 19 January 1968 in Quetta. His father Fazal-ur-Rehman Khan was a renowned politician, businessman, and tribal leader.

He received his education from the Tameer-i-Nau schooling system in Quetta and graduated in Commerce.

He completed his post-graduate diploma in Computer Science from the University of Balochistan in 1994. He received his law degree from University Law College, Quetta in 1994.

Legal Career

Kamran Khan Mulakhail started his legal career after enrolling as an Advocate of the lower court on 13 December 1995 and advocate of Balochistan High Court on 13 December 1997.

Several years later, he enrolled as an advocate of the Supreme Court of Pakistan on 19 June 2010. He has practiced for over 18 years before District Courts, Balochistan High Court, Federal Shariat Court, and the Supreme Court of Pakistan.

He has conducted innumerable criminal, civil and constitutional cases that have been reported in law journals. This includes the case which struck down the judicial powers of Executive Magistrates under the Criminal Procedure Code (Balochistan Amendment) Act 2010, whereby a parallel judicial system had been formed in the province.

He has also assisted the court in a number of cases as amicus curia, particularly the case on exercising suo moto jurisdiction by the high court under Article 199 of the Constitution.

Kamran Khan Mulakhail was elected as Joint Secretary (1999-2000), Member Executive Committee, (2001-2002) and Vice President (2002-2003) of the Balochistan Bar Association. He served as member of the Balochistan Bar Council from 2010 to 2015 and Chairman Executive Committee in 2010.

Muhammad Kamran Khan Mulakhail represented Balochistan Bar Council in the first-ever historic meeting of the Judicial Commission of Pakistan. The meeting approved the proposed draft of the commission rules.

He has represented the Balochistan Bar Association in liaison committees to create linkages among the Bar and the Bench, legal academic institutions, and the media.

Balochistan High Court

Justice Muhammad Kamran Khan Mulakhail was elevated as Additional Judge of Balochistan High Court on 30 August 2013. He was confirmed as Judge of the Balochistan High Court on 2 September 2015.

Justice Mulakhail will serve as a judge of the Balochistan High Court till his superannuation on 18 January 2030.

Other activities

Justice Mulakhail has also rendered valuable services as a member of visiting faculty of Balochistan Judicial Academy.

He has delivered lectures on law subjects and organized seminars, workshops, and discussions on topics related to social, political, and economic issues for new entrants in the legal profession.

He has pleaded cases of violence against women and juvenile prisoners. He also remained a legal consultant for several national and multinational organizations.
