Early Life and education

Muhammad Saeed was commissioned in the Pakistan Army on 13 April 1987 in the Infantry Regiment.

He graduated from the Command and Staff College and National Defence University (NDU).  He obtained his MSc in War Studies from Quaid-e-Azam University, Islamabad.

He was initially appointed as commander of an infantry brigade regiment and later the general officer commanding (GOC) of an infantry division.

During his military, Mr Saeed has varied command, staff and instructional experience includes Brigade Major of an Independent Infantry Brigade, Commanding Officer of Infantry Regiment, Brigade Commander of Infantry Brigade, and General Officer Commanding of an Infantry Division.

He later served as Director-General Pakistan Rangers (Sindh) and Director General (Analysis) of Directorate General ISI.

He also served as Deputy Assistant Military Secretary, Staff Officer to Military Secretary in Military Secretary Branch (GHQ) and Private Secretary to Chief of Army Staff General Ashfaq Parvez Kyani.

DG Rangers Sindh

In January 2016, Muhammad Saeed was promoted to the rank of Major General from Brigadier. He was appointed as Director-General of the Pakistan Rangers Sindh unit.

He replaced Lt Gen Bilal Akbar, who was appointed as Chief of General Staff. He remained in the post as the head of the paramilitary force till 2019.

During his tenure, Rangers expedited the crackdown against terrorists and criminal elements in Karachi to maintain law and order. The operation had been launched in 2013 to control lawlessness in the city with the coordination of the police and intelligence agencies.

He also tackled the challenge of street crime and made strategies to deal with menace along with the Sindh Police. He also presented a report on street crime and sought an amendment in Section 7 of the ATA to register street crime cases.

In 2019, during an Apex Committee chaired by Chief of Army Staff (COAS) General Qamar Javed Bajwa, an official of the Sindh Rangers said the ratio of street crime had decreased in the city due to the efforts of law-enforcement agencies.

The paramilitary force made recommendations for curbing street crime including the registration of case under Section 7 of the ATA. During the tenure of Muhammad Saeed, cases related to target killings and terrorism were also detected.

President NDU

Muhammad Saeed was appointed the 34th President of the National Defence University in Islamabad on 28 November 2019. Just days before his appointment, he was promoted to the rank of Lieutenant General.

Apart from his military duties, he has been on the faculty of the School of Infantry and Tactics, Pakistan Military Academy, Command & Staff College, and National Defence University.

Corps Commander Karachi

In November 2021, Lieutenant General Muhammad Saeed took over charge as Commander of Corps V headquartered in Karachi.

He was replaced by Lt Gen Nadeem Ahmed Anjum who was named as the director general of the Inter-Services Intelligence.

He has been awarded the Hilal-i-Imtiaz (Military) for his exemplary service to the military.
