Early life and education

Rooh-ul-Amin Khan was born on 1 April 1961 in Chamkani area of Peshawar, NWFP (now Khyber Pakhtunkhwa).

He completed his secondary education from Govt. High School Chamkani in 1977. He graduated from Govt. College Peshawar in 1982.

He gained admission in Khyber Law College, University of Peshawar, and completed his LL.B in 1985 before starting his legal career.

He joined the legal profession after being enlisted as Advocate NWFP Bar Council in 1986. He enrolled as Advocate of Peshawar High Court in 1989.

Several years later, he was enlisted as Advocate Supreme Court of Pakistan in 2001. Rooh-ul-Amin Khan’s specialty lies in Constitutional, Civil, Criminal, Service, and Labour Laws.

During his legal career, he has remained Deputy Attorney General for Pakistan and Deputy Advocate General, NWFP.

He served as Special Government Pleader at NWFP Service Tribunal dealing in cases of civil servants. He has served as Advocate of the Federal Shariat Court and assisted as federal counsel in various cases.

He has worked as State Counsel Government of NWFP and conducted cases on behalf of Advocate General, NWFP, before the Peshawar High Court, Federal Shariat Court, and Supreme Court of Pakistan.

He worked as Auctioneer for Banking Courts regularly conducting cases of civil, criminal, constitutional, commercial, revenue, service, labour, Income Tax, Excise, and Custom cases.

He has worked as a legal adviser and Standing Counsel on the panel of several banks, public and private limited companies including National Bank of Pakistan (NBP), United Bank Ltd (UBL), Industrial Development Bank of Pakistan, SME Bank, Income Tax Department, and WAPDA.

He has provided legal services to banks and advised in affording financial assistance and loans to industries. He assisted in drafting documents such as mortgage deed, lease deed, letter of hypothecation, sale and purchase transactions, etc.

He assisted different national and multinational companies in providing his legal opinion and drafting rules and deeds. He also served on the Panel Advocate of Income Tax Department, PESCO, and Custom Department.

 

He also served as legal advisor of Lady Reading Hospital, Peshawar since 2001, Post Graduate Medical Institution, and Khyber Teaching Hospital.

He was elected member of Pakistan Bar Council from 2011-2016 and member of NWFP Bar Council for two terms from 2004-2009 and 2010-2015.

He was elected Member Executive Committee, Supreme Court Bar Association of Pakistan, for three consecutive terms from 2003-04, 2004-05, and 2005-06.

He is a Life Member of Supreme Court Bar Association and was elected Secretary Peshawar High Court Bar Association from 1994-95.

Peshawar High Court

Rooh-ul-Amin Khan was elevated to the Peshawar High Court Bench as Additional Judge on 20 July 2012. He was confirmed as Permanent Judge of the Peshawar High Court in March 2014.

During his judicial career, he has served as Administrative Judge of Anti-Terrorism Courts since March 2021. He served as Administrative Judge regarding the condition of prisoners in Khyber Pakhtunkhwa jails.

He has remained Member of Administration Committee, President Rules Committee, headed the Automation Committee since April 2014, and Member Provincial Judicial Selection Board for the recruitment of Additional District Judges in 2021

He is also a Member of National Judicial Automation Committee (NJAC) since January 2017. He was a Member of Subordinate Judiciary Services Tribunal in March 2003.

Rooh-ul-Amin Khan served as Chairman of Election Tribunal in 2014, 2015 and 2018. He was a Member of Labour Appellate Tribunal in 2017.

He is currently serving as senior puisne judge since 9 January 2021 after Justice Qaiser Rashid Khan became Chief Justice of the Peshawar High Court. He will retire from service on 31 March 2023.
