The government is now assessing withholding tax for vehicles like the Honda City based on their invoice prices rather than applying a fixed amount based on engine capacity.
The government introduced the policy change in the fiscal year 2024-25 budget, resulting in increased prices for vehicles like the Honda City across the country.

Honda City New Prices in Pakistan From September 2024
The ex-factory price of Honda City 1.2LS MT stands at 4,649,000, Honda City LS CVT Rs4,689,000, Honda City 1.5LS CVT Rs5,439,000 and City Aspire 1.5 LAC CVT’s ex-factory price stands at Rs5,849,000.
Previously, the government collected following fixed withholding tax on the basis of the engine capacity:

Under the revised policy, the government now applies withholding tax based on the invoice price. For vehicles with engine capacities ranging from 1001 to 1300cc, it imposes a 1.5% withholding tax on filers and 4.5% on non-filers. Vehicles with engine capacities between 1301 and 1600 cc face a 2% withholding tax for filers and 6% for non-filers.
