U.S. President Joe Biden aims to restore military-to-military connections with China, according to White House national security adviser Jake Sullivan.

The president is set to meet with Chinese President Xi Jinping during the Asia-Pacific Economic Cooperation summit in San Francisco, marking their second in-person meeting since Biden assumed office in January 2021.

Sullivan emphasized the importance of re-establishing these ties for U.S. national security interests, citing the need for clear communication to prevent mistakes, miscalculations, or miscommunication.

The efforts to restore military connections could span various levels, from senior leadership to tactical operations, encompassing activities on land, sea, and air in the Indo-Pacific region.

During an interview, Sullivan stated that Biden is determined to address military ties during his meeting with Xi, without providing specific details. He highlighted the urgency of this agenda item, considering that the Chinese have essentially severed communication links.

The upcoming Biden-Xi meeting is expected to cover a range of global issues, including the Israel-Hamas conflict, Russia’s invasion of Ukraine, North Korea’s ties with Russia, Taiwan, Indo-Pacific affairs, human rights, fentanyl production, artificial intelligence, and “fair” trade and economic relations, as stated by a senior U.S. official.

Tensions between the two countries escalated following Biden’s order to shoot down a suspected Chinese spy balloon in February. Despite this, top Biden administration officials have engaged with counterparts in Beijing to rebuild communication and trust.
