US President Joe Biden and Chinese Leader Xi Jinping decided on Wednesday to establish a presidential hotline, recommence military-to-military communications, and endeavor to reduce fentanyl production after their first in-person meetings in a year.

Biden and Xi met for around four hours to talk about problems that have strained US-China relations on the outskirts of San Francisco.

They intend to reestablish military ties that China broke off following Speaker of the House of Representatives Nancy Pelosi’s travel to Taiwan in August 2022.

Biden said, “We’re back to direct, open clear direct communication on a direct basis.”

Furthermore, Biden stated that he and Xi decided to have high-level talks. “He and I agreed that each one of us can pick up the phone call directly and we’ll be heard immediately.”

However, Biden later told reporters that he still believed that Xi was a tyrant, which was certain to annoy the Chinese.

Biden said, “Well, look, he is. I mean, he’s a dictator in the sense that he is a guy who runs a country that is a communist country.”

A US official told reporters that Xi informed Biden that the negative perceptions of the Communist Party in the US were unjustified following the encounter.

After a suspected Chinese surveillance balloon crossed the US border and was shot down by a US fighter plane in February, relations became tense, and Biden and Xi entered the discussions hoping to patch things up.

Biden claimed to have brought up issues that Washington finds troubling, such as the detention of US nationals, human rights, and Beijing’s belligerent actions in the South China Sea.

Biden said, “Just talking, just being blunt with one another so there’s no misunderstanding.”

According to a senior US official, Biden asked that both nations institutionalize military-to-military talks. US Secretary of Defense Lloyd Austin will meet with his Chinese counterpart whenever that person is identified.

There have been several close calls and contentious encounters between the US and Chinese forces over the past year.

China agreed to stop exporting goods linked to the manufacture of fentanyl, an opioid that is a major contributor to drug overdose deaths in the US, as agreed upon by Biden and Xi. “It will save lives,” stated Biden, who also expressed gratitude for Xi’s “commitment” to the cause.

A senior US official told reporters that China will target particular chemical businesses that produce precursors to fentanyl directly under the terms of the deal. He promised to “trust but verify” China’s drug-related efforts.

The two leaders also decided to arrange a meeting of specialists to talk about the dangers of AI.

The democratic island that China claims as its own, was reported by a US official in an exchange regarding Taiwan. The US official stated that Xi informed Biden that although China prefers peaceful reunification with the Chinese-claimed island of Taiwan, Xi also discussed circumstances in which force might be employed.

According to Biden, he emphasized the need for harmony and stability across the Taiwan Strait. According to the US official, Biden pushed for China to respect Taiwan’s electoral process and to preserve the status quo.

The official quoted Xi as saying, “President Xi responded ‘Look, peace is all well and good, but at some point we need to move towards resolution more generally’.”

Additionally, according to Chinese official media, Xi urged the US to cease supplying Taiwan with weapons and to back China’s nonviolent “reunification” with that island nation.

According to Biden, he encouraged Xi to use his clout with Iran to persuade Tehran to refrain from attacking US targets in the Middle East through proxy wars while the Israel-Hamas conflict in Gaza rages on.

A country mansion with immaculate grounds located roughly 48 km south of San Francisco, where they will later travel for an Asia-Pacific Economic Cooperation (APEC) forum session, Biden greeted the Chinese leader at the Filoli estate.

Xi entered the conference hoping for respect from the US as China’s economy battles to rebound from slow growth.

Biden, who had been seeking the meeting for some time, welcomed him with a respectful tone and regarded him as a significant player on international issues.

Xi said to Biden, “Planet Earth is big enough for the two countries to succeed,” as they sat across from one another at a long table in an elaborate conference room.

The US and China, according to Biden, must make sure that their rivalry “does not veer into conflict” and that they handle their relationship “responsibly.”

The leaders went for a little walk in the well-kept garden of the mansion after lunch following a four-hour engagement. When asked how the talks were going, Biden gestured to the media and gave them the two thumbs up. All right, he said.

“The world has emerged from the COVID pandemic, but is still under its tremendous impacts. The global economy is recovering, but its momentum remains sluggish.”

He called the US-China relationship “the most important bilateral relationship in the world,” and said he and Biden “shoulder heavy responsibilities for the two peoples, for the world, and for history.”

“For two large countries like China and the United States, turning their back on each other is not an option. “It is unrealistic for one side to remodel the other, and conflict and confrontation has unbearable consequences for both sides.”
