Nicaragua granted clemency to 21 Honduran inmates and repatriated them to their northern neighbor, among them a prominent figure from the Mara Salvatrucha (MS-13) criminal organization who was apprehended immediately upon entering Honduran territory, as reported by Honduran law enforcement on Sunday.
According to the government of its southern neighbor, Nicaragua also intends to repatriate detainees to Costa Rica which announced on Saturday.
43 Honduran prisoners were sent back in a similar move on October 18. Nicaragua has not disclosed the specific reasons behind these actions.
The recent transfer involved David Elias Campbell Licona, who is known as “El Viejo Dan” and was a high-ranking member of MS-13, a notorious gang that originated in Los Angeles, has a presence in the United States, and controls territory across Central America.
Honduran authorities had sought Campbell Licona on charges related to money laundering and gang activities dating back to 2016.
He was apprehended in Nicaragua in June 2021. In February of the current year, the United States imposed sanctions on him. It issued warrants for his arrest on charges including possession of firearms, conspiracy, murder, and the import of cocaine.
U.S. authorities have also alleged that Campbell Licona employed businesses affiliated with or under the control of the gang to launder drug proceeds, including through U.S. banks.
