PESHAWAR: The Khyber-Pakhtunkhwa cabinet on Tuesday approved the death penalty for child abusers after approving the Child Protection and Welfare Amendment Act 2020, which will come into implementation after getting approval by the provincial assembly.

The provincial cabinet also approved a 14-years sentence and a Rs5 million penalty for anyone involved in child pornography, while also approving a 10-years sentence for those involved in harassment and blackmailing through videos and filming. More so, criminals involved in child trafficking will be subjected to 25-years imprisonment and fined Rs.5 million.

Chief Minister K-P Mahmood Khan chaired the cabinet meeting that was attended by the chief secretary, additional chief secretary, cabinet members, and all administrative secretaries.

Talking to the media, Provincial Minister for Higher Education Kamran Khan Bangash said that the act was approved following recommendations by a special committee for child protection.

“The special committee recommended amendments in the child protection Act 2010. The amended act has suggestions for exemplary punishment for child abusers, including the death penalty, life imprisonment and huge penalties. There would be no concession in the punishment granted under the Act,” Bangash said while accompanied by the newly appointed special assistant to CM on information and public relations Barrister Muhammad Ali Saif.

The two legislators further added that police will be authorised to collect audio/video evidence and perform DNA tests during the investigation, and presentation of the case in the court of law as evidence.

“The convict’s name will be displayed on Child Protection Commission website and entered in the special register. There will be a complete ban on providing employment to such convicts in public and private sectors, while they would also be banned from using public transport. The owner or head of any organisation providing jobs to the child abusers will be imprisoned for 5-years and fined Rs.10 million or both,” Kamran Bangash detailed.

The provincial cabinet also approved press, newspapers, news agencies and Book Registration Amendment Act-2021 following which the declaration and transfer of the newspaper will be authorized to any person, irrespective of blood relatives, however, the transfer will only be approved after 10-years of the initial declaration in the name of the owner.

The National Parks Rules 2021 for maintenance of National Parks was also approved by the cabinet, while it also approved the supplementary grant for reconstruction of flood-affected roads, including the 8-kilometre road from Fatehpur to Miandam, Haljadul to Karlakian, Bara Alia road Haripur 12-kilometer while nine-kilometer Choi to Kathala road. The cabinet also approved a supplementary grant of Rs. 2.677 billion for the supply of Sui Gas to the Gas Producing districts of the province.

The appointment of six-members for Provincial Service Academy Boards of Governors for the next three years was also approved. On the recommendation of the Public Accounts Committee, the cabinet also approved the establishment of a committee for the disposal of the Police Department redundant weapons.

The provincial cabinet also approved the nomination of members for the Academic Research Committee for the recommendation of the names for vacant positions of Vice-Chancellors for seven public sector universities of the KP.

In his concluding remarks, Chief Minister KP Mahmood Khan directed all the concerned quarters to expedite the process of public-private partnership in order to ensure better service delivery in the health sector.
