China is strategically placing artificial intelligence (AI) at the forefront of its economic and military modernization initiatives.

Experts suggest that Beijing sees AI not only as a tool to manage current economic troubles but also as a pathway to achieve long-term economic and military superiority. Matt McInnis, a senior fellow for the Institute for the Study of War’s China program, emphasizes that China has heavily invested in AI, considering it a potential game-changer for its economy and military capabilities.

Despite facing a slowdown in GDP growth and challenges like the 2021 supply chain crisis and a growing youth unemployment crisis, China aims to leverage AI to address these issues. The International Monetary Fund has adjusted China’s growth forecasts downward, prompting a reevaluation of the country’s economic strategies.

China has emerged as a global leader in AI development, particularly in the military sector, with fewer restrictions on breakthroughs. However, the emphasis on AI has raised concerns globally, leading to calls for dialogue and regulation. While China was a signatory of the Bletchley Declaration, experts note that the country has been reluctant to engage in serious discussions about the ethical use of AI, particularly in military settings.

Gregory C. Allen, director of the Wadhwani Center for AI and Advanced Technologies, emphasizes that China’s goals for AI go beyond addressing economic challenges. The nation aims to lead a tech revolution, fostering economic growth and positioning itself as the global leader in AI technology. Allen suggests that China’s primary focus for AI utilization extends to domestic population surveillance, including facial and voice recognition, aligning with its broader ambitions in technology and data unification.

China grapples with economic uncertainties, it is actively leveraging artificial intelligence across various sectors, viewing it as a multifaceted solution to not only economic challenges but also as a means to secure a prominent position in the global AI landscape.
