A report on “rights abuses” by Ukrainian soldiers was produced by a Russian intelligence agent, according to the report.

The UN Security Council met on April 5, 2022, to examine the possibility of a full-scale, unprovoked Russian invasion of Ukraine. Volodymyr Zelensky, the President of Ukraine, spoke at the conference by video.

Vasily Nebenzya, Russia’s ambassador to the United Nations, performed the same old song about “Nazis” and read a “victim’s testimony” from a sheet of paper. I already established that Nebenzya was quoting “appeals” authored by Russian intelligence officers posing as rights activists, whom the Russian government utilises to create content targeting Western audiences, on March 1, 2022, after a similar UNSC meeting.

Nebenzya said at the time that he had received a letter from the Berezhna Institute of Legal Policy and Social Protection, a Ukrainian civil society organisation led by Olena Berezhna, mother of the late Iryna Berezhna, an associate of Andrii Portnov.

In their investigation Portnov’s Secret Fortress, investigative journalists with RFE/SKHEMY RL’s project cited the case.

On April 5, 2022, Vasily Nebenzya repeated the same statement, having read out the material given to him by his Russian Foreign Intelligence Service colleagues, apparently written by yet another “human rights advocate” under their influence. In instance, Nebenzya’s speech readout included the following paragraph.
