The European Union’s Iran nuclear negotiations coordinator, Enrique Mora, is set to visit Tehran on Tuesday, as the union seeks to break an impasse and rescue the 2015 agreement.

Talks to relaunch Iran’s 2015 nuclear agreement with Western powers have been stalled since March, owing mostly to Tehran’s demand that Washington removes the Islamic Revolutionary Guard Corps (IRGC), its elite security organization, from the US Foreign Terrorist Organization (FTO) list.

“This trip could be seen as a new step in constructive consultations on the few but important issues that have remained in the Vienna talks,” Nour News said on Twitter.

Separately, EU foreign policy chief Josep Borrell told the Financial Times he was seeking a “middle way” to end the impasse, which threatens to scupper more than a year of European diplomatic efforts.

According to the Financial Times, Borrell is considering removing the designation from the IRGC but keeping it on other aspects of the organization, which has multiple arms and a large corporate empire.

The foreign policy head also stated that he wanted Mora to visit Tehran to discuss the problem, but that Iran was “very hesitant” and that the diplomatic drive was “the last bullet.”

According to the article, Borrell also stated that negotiators would not issue an ultimatum to Iran.

According to Reuters, Iran’s religious leadership, emboldened by an increase in oil prices since Russia invaded Ukraine, is not eager to resurrect the 2015 agreement to relax sanctions on its energy-dependent economy.

Under the 2015 Joint Comprehensive Plan of Action (JCPOA), Iran agreed to limit its nuclear program in return for relief from sanctions.
