When Russian President Vladimir Putin delivered his Victory Day statement on Monday, US officials found him somber and dejected.

They were determining the Russian leader’s ultimate goals in Ukraine.

Officials in the Biden administration have been pondering options for Putin to quit his unjustified war if he chooses so.

They believe Putin is undeterred and wants a clear triumph in Ukraine.

One insider told that they don’t know what metric would be adequate for Putin to declare triumph because his goals aren’t clear.

President Joe Biden stated that he is concerned that the Russian leader has not yet developed a way out of the current crisis in Ukraine.

CIA Director Bill Burns expressed his concerns, describing Putin as “in a frame of mind where he doesn’t believe he can afford to lose.”

He said, “I think he’s convinced right now that doubling down still will enable him to make progress.”

Putin has failed to fulfil any of his primary war goals in Ukraine.

He was obliged to recalculate and focus on eastern Ukraine after initially expecting his forces could take Kyiv.
