LOS ANGELES – Vice President Kamala Harris announced Tuesday that the Biden administration’s efforts to promote investment to Central America, as part of the United States’ campaign to minimize migration, have resulted in $3.2 billion in private-sector pledges.
“We know the American people will benefit from stable and prosperous neighbors,” she said during remarks on the second day of the Summit of the Americas, which brings together countries from across the hemisphere. “And when we provide economic opportunity for people in Central America, we address an important driver of migration.”

President Joe Biden, who will attend the meeting on Wednesday, charged Harris last year with tackling the core causes of migration, which routinely stresses U.S. resources at the Mexican border. Progress has been gradual, reflecting the region’s inherent issues as well as what some critics call US indifference.
Harris stated that she plans to focus her efforts on uplifting women who experience poverty and abuse in their own countries. The initiative is called “In Her Hands,” and it intends to connect more women to the banking system, help them participate in agriculture, and offer them with coding and cybersecurity training.
“When you lift up the economic status of women, you lift up the economic status of families, of her community and of our entire hemisphere,” Kamala Harris said.
Her remark came after a roundtable discussion with Central American women leaders, including entrepreneurs.
This week’s summit, which the United States is hosting for the first time since the event’s inception in 1994, provides Harris with an opportunity to engage with leaders from Latin America and the Caribbean as she welcomes them to her home state.
With her concentration on the region, Harris is following in the footsteps of Biden, who focused on migration issues as President Barack Obama’s vice president. Harris, on the other hand, has only made two excursions to the region since taking office.

In recent days, she and the president have been calling leftist leaders who have been critical of the United States’ decision to exclude the authoritarian regimes of Cuba, Nicaragua, and Venezuela from the Los Angeles conference.
However, the initiative produced minimal results. Among those staying at home are the presidents of Mexico, Guatemala, and Honduras, the only three leaders Harris has met in the area in two brief visits.
