Justin Welby said the resurrection was not the time to “outsource our responsibilities.”

He also called for a truce in Ukraine and expressed concern over rising prices.

The administration says change is required to combat human smuggling.

People considered to have entered the UK illegally will be relocated to the east African country where they can apply for the right to settle.

Over 160 charities and campaign organisations urged government to repeal the “cruel” legislation. Opposition parties and several Conservatives have criticised it.

On Easter Sunday, Mr Welby said sending asylum seekers overseas raised “severe ethical problems”.

“The details are for politicians,” he continued. The principle cannot withstand God’s judgement.

Subcontracting our responsibilities, even to a country that strives to succeed like Rwanda, is contrary to God’s nature, who assumed accountability for our failings.

The Home Office responded to the archbishop’s objections by claiming that the UK has a “proud tradition” of helping those in need, and that resettlement programmes have offered “safe and lawful avenues to brighter futures” for hundreds of thousands of people.

“However, the world is confronting an unparalleled global migration crisis, and change is required to prevent despicable people traffickers from endangering people’s lives and to repair the flawed global asylum system,” a spokeswoman said.

Rwanda is “safe and secure,” according to the Home Office, and allegations will be handled in accordance with international human rights standards.
