In order to produce a combat aircraft with speed, stealth, cutting-edge sensors, and even artificial intelligence to support the human pilot when they are overwhelmed or under tremendous stress, work on developing it has already begun.

It might also be able to fire hypersonic missiles and fly without a pilot’s input if necessary.

But producing such a complicated aircraft is extraordinarily expensive – developing the F35 jet was the most expensive programme ever undertaken by the Pentagon – therefore Britain has been hunting for partners.

Italy was already on board, and the addition of Japan is a significant move – at a time when Britain is establishing deeper connections with friends in the Indo-Pacific area anxious about a more assertive China.

Other countries could yet join the programme. France, Germany and Spain are already working together on their own separate design – as is the United States.

This deal has economic as well as security implications for the UK. The hope is that constructing a new fighter jet may create and sustain thousands of UK employment and open avenues to future arms exports.
Mr Sunak will announce the first major phase of the plan during a visit to RAF Coningsby, in Lincolnshire, on Friday.

Ahead of the visit, he said: “The security of the United Kingdom, both today and for future generations, will always be of primary significance to this government.

“That’s why we need to stay at the cutting-edge of improvements in defence technology – outperforming and out-manoeuvring those who aim to do us damage.

“The international collaboration we have launched today with Italy and Japan aims to do just that, underscoring that the security of the Euro-Atlantic and Indo-Pacific areas are inseparable.

“The next-generation of combat aircraft we design will safeguard ourselves and our friends around the world by harnessing the capabilities of our world-beating defence sector – creating employment while saving lives.”

Labour’s shadow defence secretary, John Healey, stated that his party supported the alliance but issued a warning regarding training.

Ministers need to explain how this fits into their larger plans for the RAF’s future, especially how they plan to avoid delays in fast-jet pilot training, the official said.
