The National Database and Registration Authority (NADRA) is the official entity responsible for issuing the National Identity Card for Overseas Pakistanis (NICOP), catering to citizens living abroad, including those in Europe.

The NICOP is specifically designed for Pakistani nationals planning to travel or reside in foreign countries. It allows dual nationals to enter Pakistan without a visa. To apply for a Smart NICOP, applicants must provide a valid passport number.

Applications can be submitted at any NADRA office in Pakistan. Overseas Pakistanis can either apply online or visit their respective consulates for processing.

NADRA has divided countries into two zones: Zone A and Zone B. Zone A includes Western countries such as those in Europe and Canada, while Zone B encompasses Arab nations like Saudi Arabia and the UAE.
