EU Trade Commissioner Valdis Dombrovskis says, Russia is delaying talks; on a financial arrangement for a proposal to liberate Ukrainian grain; that has been barred from export since Russia’s invasion.

“I believe it is obvious what is preventing it: Russia,” Dombrovskis remarked. “Russia must stop its hostility and stop obstructing Ukrainian food exports.”

Ukraine is a major exporter of grain and edible oils; but much of its harvest is bottled up due to Russian occupation of its ports or the usage of free ports to fend off Russian offensives.
