ISLAMABAD: The Federal Board of Revenue (FBR) has granted permission for Azerbaijan-registered vehicles to transport cargo into Pakistan, covering both transit and bilateral trade goods.

This move follows the issuance of SRO.25(I)/2025 on Thursday, which introduces the Azerbaijan-Pakistan Transit Trade Rules 2024, as part of the Azerbaijan-Pakistan Transit Trade Agreement, 2024.

The new regulations allow Azerbaijan’s cargo to enter through Karachi Port, Port Muhammad Bin Qasim, and Gwadar Port, and for goods to transit from these ports to other nations.

The entry of Azerbaijan’s cargo vehicles is exempt from submitting financial security for customs duties and taxes on the vehicles themselves, due to the reciprocity agreement between Azerbaijan and Pakistan.

Transport operators and Customs clearing agents handling transit goods will now be required to maintain a “Revolving Insurance Guarantee PD Account” with Customs. Additionally, foreign entities involved in trade, including traders, government bodies, UN missions, and diplomatic organizations, must register their information electronically through Azerbaijan’s relevant Ministry and Customs Computerized System.

For each vehicle entering or leaving Pakistan, a valid permit issued by the competent authorities of both Azerbaijan and Pakistan will be necessary. The Directorate of Transit Trade in Peshawar, Quetta, and Gwadar will be authorized to manage and issue these permits at respective customs stations.
