KARACHI: Karachi Chamber of Commerce and Industry (KCCI) president M Shariq Vohra and Pakistan Single Window (PSW) additional director Naveed Abbas Memon inaugurated the National Database Registration Authority’s (Nadra) e-Sahulat facility at the KCCI premises, making it the first chamber to launch such an important facility, a statement said.

The facility will provide members of the business and industrial community with the biometric verification required for the registration in the Pakistan Single Window portal, it added.

Speaking on the occasion, Memon said that Pakistan Single Window facility would reduce time, cost and complexity, while improving the quality of experience for all the stakeholders to ensure ease of doing business, besides support the government agencies in adopting an integrated risk management approach for efficient enforcement of cross-border trade-related controls.

Under this platform, an ICT-based Port Community System will also be established and all the stakeholders, including FIA, Customs, terminal operators and others will be integrated for efficient cargo management at seaports, airports, dry ports and land border crossings, he said, adding that all the major components of the Pakistan Single Window will be ready by June 2022, whereas a total of 74 departments will be integrated into the system.

The implementation of the Pakistan Single Window by June 2022 will enable Pakistan to achieve compliance with the World Trade Organization’s (WTO) trade facilitation agreement, besides helping to unlock its potential in becoming a hub for trade and transit, he said.

A total of 1,600 registrations have been received so far in the Pakistan Single Window portal, whereas 27 banks will also be integrated with it, which would save the business community from visiting banks to fulfill the requirement of export and import forms.

The Department of Plant Protection, Animal Quarantine Department, Pakistan Standard Quality Control Authority and the Federal Seed Certification and Registration Department were also being integrated, whereas a memorandum of understanding (MoU) for integration of the Securities and Exchange Commission of Pakistan (SECP) will also be signed soon.

Abbas said that another major objective was to establish and maintain a world-class cross-border trade-related information portal under this platform and enable Pakistan to integrate with any other national, regional and global single window systems related to cross-border trade.

KCCI president Shariq Vohra said that the Pakistan Single Window was undoubtedly a mega transformation to facilitate trade across the country and the Karachi Chamber has the honour of being the first chamber to launch a help desk for it where members of the business community will be facilitated.

He particularly appreciated the efforts made by the Managing Committee members Abdul Samad Sheikh and Zahid Bashir who worked really hard to ensure availability of the PSW helpdesk at the KCCI within the earliest possible time and as per the expectation of the business community.

The Pakistan Single Window would not only ensure the ease but also the cost of doing business, besides helping in simplifying the cumbersome procedures, human interaction and departmental paperwork.

“PSW or any other IT-enabled service being introduced has to be devised in such a manner that these facilitate [the] business community instead of becoming a source for exploitation,” he said, adding that the Federal Board of Revenue (FBR) must work in close coordination with the KCCI to make PSW and other such future initiatives successful.

The Pakistan Single Window would bring the entire trade of Pakistan to a single platform, which would also help improve the tax base of the country.

Vohra also advised the representatives of all the industrial town associations and trade associations to disseminate information about the availability of Nadra’s e-Sahulat facility at the KCCI among all the members of the respective associations so that maximum people could avail this facility.

KCCI senior vice president M Saqib Goodlucksaid that the e-Sahulat facility for PSW will not remain confined to the KCCI members only but it can be availed by anyone who was seeking registration in the Pakistan Single Window portal.
