In a keynote address at an Artificial Intelligence (AI) conference in Moscow on Friday, President Vladimir Putin cautioned against the development of a Western monopoly in the field of AI, emphasizing the need for a more robust Russian strategy. This statement comes amid global recognition that AI has the potential to reshape societies, comparable to the transformative impact of computers in the late 20th century.

While acknowledging that China and the United States are currently at the forefront of AI development, Putin expressed concern about the dangers of allowing Western platforms to dominate AI technology. The Russian President dismissed the idea of banning AI, asserting its inevitability, but stressed the importance of preventing a concentration of power.

“In the very near future, as one of the first steps, a presidential decree will be signed, and a new version of the national strategy for the development of artificial intelligence will be approved,” Putin announced to the conference attendees. The Russian leader highlighted that this revised strategy would involve significant changes, including the expansion of fundamental and applied research in the field of generative artificial intelligence and large language models.

Russia’s aspirations in AI have faced setbacks, primarily due to the war in Ukraine, which led to the exodus of talented scientists and Western sanctions impacting high-tech imports. Putin acknowledged the challenges but outlined the necessity for legislative and investment changes to propel AI development in Russia.

The President underscored the importance of staying competitive in the rapidly advancing AI landscape and ensuring that Russia plays a significant role in shaping the technology’s global trajectory.
