Noor Mukadam murder: Challan submission time limit missed by Police

Police Investigators in Noor Mukadam murder case have nosedived to acquiesce the challan to court even though expiration of the legal limit almost a week ago.

“The challan of a case should be submitted to the court within 14 days after the suspect is sent on judicial remand,” stated a source near to the Police officers investigating the case to the Private newspaper.

Whereas, the chief accused in the murder case, Zahir Jaffer, was sent on judicial remand on Aug 2.

On the contrary, his parents were also detained and sent on judicial remand.

According to the law, the officers said a provisional report of the case should acquiesce to court within 17 days if the accused or suspect was neither recognized nor detained even though being identified.

They further said, a challan, complete or incomplete, should be logged in the court within 14 days after the suspect are sent to jail on judicial remand.

Since this is a high-profile case, neither complete nor incomplete challan has succumbed to the court.

When contacted, investigating officer of the case, Inspector Abdul Sattar, confirmed that neither complete nor incomplete challan of the case had been submitted to the court.

He further stated some reports were anticipated which resulted in the delay.

Forensic reports of mobile phones succumbed to the Federal Investigation Agency (FIA) are awaited, he said.

Whereas, reports of some tests, including DNA directed on the samples of the victim at the Punjab Forensic Science Agency, are also expected.

The challan would be submitted soon, stated another officer close to the investigation.

He added, the investigators would seek time from the court if there is further delay.

“Not submitting the challan to the court within the legal deadline is a violation of the law,” the officer said, adding the investigators should have followed the rules.
