The Federal Board of Revenue (FBR) has proposed amendments to the Baggage Rules, 2006, under which all goods valued over $1200 will be confiscated from international travelers.

The draft amendment, published by the FBR, seeks to implement the changes under its authority granted by section 219 of the Customs Act, 1969.

The proposed rule defines “commercial quantity” as goods imported primarily for trading or profit, rather than for personal use or as gifts, where the total value exceeds $1200. Items brought into the country in commercial quantities will not be released, even if duty, taxes, and redemption fines are paid.

FBR has invited objections or suggestions regarding the proposed amendments to be submitted within seven days of the official notification’s publication in the Gazette.
