
The Defence Ministry of the UK has warned Russia that enlisting civilians in the Russian military would constitute a breach of international law.
The UK intelligence report cited unconfirmed allegations from Ukrainian officials that Russia was considering conscripting people in Ukraine’s seized Kherson and Zaporizhzhia districts.
“This would follow similar prior conscription practices in the Russian-occupied Donbas and Crimea,” the post said.
International law prohibits occupying governments from compelling civilians to serve as troops in their military, UK officials noted.
