China’s State Council Information Office has released a white paper titled “China’s Legal Framework and Measures for Counterterrorism,” emphasizing the nation’s commitment to law-based counterterrorism efforts.

The document outlines five key parts, highlighting the development of a robust legal framework, clear provisions for punishment, standardized exercise of power, protection of human rights, and effective safeguarding of people’s safety and national security.

The white paper acknowledges terrorism as a global threat and underscores the shared responsibility of the international community to combat it. As a victim of terrorism, China has prioritized law-based counterterrorism efforts, amending criminal laws, introducing a dedicated counterterrorism law, and upgrading relevant legal provisions to strengthen its legal framework.

Over the years, China has established a comprehensive legal framework for counterterrorism, with the Counterterrorism Law serving as the centerpiece, complemented by the National Security Law and criminal laws. The document also highlights the role of administrative regulations, judicial interpretations, local regulations, and government rules in creating a coordinated and comprehensive approach to counterterrorism.

China actively promotes improved terrorism prevention standards, formulates contingency plans, and supports scientific research and technological innovation in counterterrorism. The white paper emphasizes the involvement of the public in these efforts.
