Police chief Harrell said, “I shared from the outset of this terrible tragedy that the district would wait until the inquiry finished before making personnel choices.

Arredondo arrived at Robb Elementary School just a short while after the readily horrifying shooting started.
“There was a sufficient number of armed police wearing body armor to isolate, distract, and neutralize the subject three minutes after the suspect entered the west building.
Within 20 minutes of the shooting, a ballistic shield and several officers holding rifles, walking inside the school.
Arredondo chose to remain in reserve and wait for additional tactical equipment, firepower.
