Offering essential goods at prices below market rates and without any delivery charges, this innovative project is revolutionizing the way the public accesses necessities. By delivering directly to customers’ doorsteps, Model Bazaars have become a prime example of how government-backed services can successfully blend technology, affordability, and convenience for public welfare.
The driving force behind this initiative is Naveed Rafaqat Ahmad, CEO of Punjab Model Bazaars Management Company (PMBMC). His visionary leadership has expanded the Free Home Delivery service across Punjab, offering residents an easy, cost-free way to access daily essentials.
“In light of the directions of the Chief Minister of Punjab, Secretary Industries Dr. Ehsan Bhutta is regularly overseeing the project to ensure its smooth execution. This initiative is driven purely for public welfare, and its scale and impact are unmatched by any other public-sector projects of this nature,” Ahmad said.
Bridging the Gap with Affordability
One of the standout features of the Free Home Delivery initiative is its affordability, especially in the face of rising inflation. While prices for daily essentials continue to climb in open markets, Model Bazaars offer significant savings, providing goods at rates lower than government-notified prices.
Sahulat Stalls play a crucial role in delivering these savings to consumers. For instance, while sugar prices in the open market range between Rs. 110 and Rs. 120 per kilogram, Model Bazaars offer it at a stable Rs. 95 per kilogram. Similarly, flour, which can cost as much as Rs. 170 per kilogram in commercial stores, is available for Rs. 150 per kilogram through Model Bazaars.
The price difference may seem modest on an individual level, but when combined with free delivery, it represents substantial savings for households. Families that depend on these services are not only accessing essential products at more affordable prices, but they’re also avoiding the additional costs of delivery and transportation.
Financial Impact: Sahulat Stalls Savings
The financial relief provided by the Free Home Delivery initiative is clear from recent data. An analysis comparing Sahulat Stall prices to both market and District Commissioner (DC) rates from August to September 2024 demonstrates the savings:
Comparison with Market Rates:
- A total of 25,541 orders were placed through the home delivery system.
- The Sahulat Stall rates for these orders totaled Rs. 31,841,415, whereas the market price for the same items would have been Rs. 42,985,910.
- Customers saved Rs. 11,144,495, or 35%, by opting for Sahulat Stalls over the open market.

- If the same orders had been priced according to DC rates, the total cost would have been Rs. 34,070,314.
- By purchasing through Sahulat Stalls, customers saved Rs. 2,228,899, or 7%, compared to DC rates.
These figures highlight the significant financial benefits that Model Bazaars provide, especially considering the absence of delivery fees. This public service ensures that quality products reach households at reduced rates, alleviating the financial burden on consumers.
Economic and Social Impact
In addition to benefiting consumers, the Free Home Delivery initiative has generated economic value by creating hundreds of new jobs, particularly in logistics and delivery. The service operates a fleet of 72 motorbikes, ensuring deliveries across all 36 Model Bazaars in Punjab.
Each bazaar has a dedicated team of delivery riders, contributing to the local economy and supporting livelihoods.
A Financially Self-Sustaining Model
Model Bazaars reported total revenue of Rs. 1,545.867 million in 2023-24, compared to just Rs. 38.831 million in 2015-16. This remarkable growth is largely driven by innovative programs like Free Home Delivery, positioning Model Bazaars as a leader in public retail services.
The Government of Punjab has strongly supported this initiative, recognizing its potential to transform public access to daily essentials.
An initial funding allocation of Rs. 10 million facilitated its launch, and following its success, the government is considering further expansion. Plans are underway to extend the service to 13 additional districts across Punjab, with more Model Bazaars set for construction.
