The ruling generals of Myanmar will not be allowed to attend meetings of the Association of Southeast Asian Nations (ASEAN), which has 10 members unless they make headway on a 15-month-old plan to resolve the situation brought on by the military coup.

The generals “must behave in a way that indicates progress is made, then we will be able to act on a decision to show progress,” Cambodia’s foreign minister Prak Sokhonn, who is also a special envoy on Myanmar, said during a press conference following a series of ASEAN regional meetings in Phnom Penh.

The so-called Five-Point Consensus was reached with the army chief and coup leader Senior General Min Aung Hlaing in April 2021. The foreign ministers denounced the lack of progress in the agreement and demanded the self-declared State Administration Council (SAC) implement the plan before a regional summit in November.

The ministers expressed their “great disappointment” at the lack of progress and the Naypyidaw authorities’ lack of commitment to the timely and thorough execution of the Five Point Consensus.

The statement also made reference to Article 20 of the ASEAN Charter and noted that the leaders’ conference later this year might still take action over “non-compliance” in a subliminal warning to Myanmar’s military leadership.

When the military detained elected leader Aung San Suu Kyi and other top officials in February 2021 and took control of themselves, Myanmar was thrown into a crisis.
