U.S. President Joe Biden and Chinese President Xi Jinping are set to hold summit talks in San Francisco next week in a bid to ease tensions, marking only their second in-person meeting in nearly three years.

The summit, to be held on the sidelines of the Asia-Pacific Economic Cooperation (APEC) forum, follows a six-month U.S. effort to engage with China and recover from a diplomatic crisis that arose from the U.S. downing of an alleged Chinese spy balloon in February.

It’s not expected to yield breakthroughs. Instead, it’s seen as an opportunity for both sides to address a range of issues and possibly signal some improvement in relations while this meeting is significant.

There have been efforts to increase commercial flights between the two countries and cooperate on challenging matters, such as controlling the flow of fentanyl precursor chemicals from China.

China has been cautious in its response to the eagerness from the U.S. to secure the summit, suggesting that Xi’s attendance hinges on the U.S. demonstrating “sufficient sincerity.”

The U.S. argues that direct engagement at the leader level is crucial for managing tensions and preventing conflicts over issues like Taiwan and the South China Sea.

Protests are expected in San Francisco, with some supporting Beijing and others demonstrating against China’s human rights record amid preparations for the summit.

Both Biden and Xi will aim to make their case on the world stage, particularly in the context of economic leadership in Asia.

The U.S. will seek to present itself as the most dynamic economic partner in Asia, emphasizing its growth in contrast to a slowing China. Meanwhile, Xi will aim to court U.S. businesses to improve China’s economic situation.

The two leaders’ discussions will encompass various topics, but no breakthroughs are anticipated. The summit provides an opportunity for dialogue and cooperation on pressing issues and may serve to stabilize the strained U.S.-China relationship.
