United States government has postponed the delivery of 31 MQ-9A Sea Guardian and Sky Guardian drones to India, pending a “meaningful investigation” into an alleged Indian-state sponsored conspiracy to assassinate Gurpatwant Singh Pannun. Pannun, the leader and founder of Sikhs For Justice (SFJ) and Khalistan Referendum, has been living under heavy security in New York following the murder of his friend Hardeep Singh Nijjar and a public announcement by the US of a threat to his life from the Indian state.

The US State Department has accused India of attempting to kill Pannun on US soil due to his political beliefs and global efforts to mobilize the Sikh community for the Khalistan cause. The strained relations between the two countries have further escalated after the revelation of a conspiracy, allegedly orchestrated by an Indian secret service official named CC1, to assassinate Pannun. The US government is now demanding a thorough investigation into the matter by India before proceeding with the delivery of the drones.

The proposed $3 billion drone purchase includes 15 Sea Guardian drones for the Indian Navy, with the Indian Air Force and Army set to receive eight Sky Guardian drones each. Additionally, smaller acquisitions, including a proposal to buy six Boeing P-8I long-range maritime patrol aircraft, are also reportedly on hold.

The Indian Ministry of Defence’s internal approval for the drone procurement came in June 2023, just before Prime Minister Narendra Modi’s state visit to Washington. This period coincided with the alleged plot to assassinate Pannun, as revealed by a federal indictment made public in November.

The delay in delivering the drones is attributed to the anger and concerns of Indian-American lawmakers in the US Congress, who are deeply troubled by the indictment of Indian secret service official Nikhil Gupta. Gupta has been charged with conspiring to kill Pannun and is currently in detention in the Czech Republic, awaiting deportation to the US.

US representatives, including five Congress members of Indian origin, have emphasized the importance of India conducting a comprehensive investigation, holding those responsible accountable, and providing assurances that such incidents will not occur again. The delay in the drone deal reflects the seriousness of the situation and the potential damage it could cause to the US-India partnership.

As the US government continues to press for a “meaningful investigation,” the future of the drone deal and broader diplomatic ties between the two nations remain uncertain. The versatile Sea Guardian drone, known for its endurance and capabilities, is at the center of this geopolitical standoff, highlighting the complex interplay between defense acquisitions, allegations of state-sponsored plots, and international relations.
