Kausar Sultana Hussain

Early Life and Education  

Kausar Sultana Hussain was born on 16th August 1962 in Karachi. She received the degrees of M.A and LL.M from the University of Karachi.

Career

She enrolled as an Advocate by the Sindh Bar Council early in her career in 1987. She continued practicing as a lawyer till 1992 when she was appointed a Civil Judge by the Sindh High Court.

She was subsequently promoted as Senior Civil Judge and then Additional District & Sessions Judge and served in various districts of Sindh.

She was promoted to District & Sessions Judge in 2006 and was exposed to various specialized law fields. She remained posted as District & Sessions Judge in District Sanghar.

She has remained a Presiding Officer, Special Court for Customs, Taxation & Anti-Smuggling, Karachi, and in-charge Judge, Special Court (Offences in Banks) in Karachi.

She remained a Judicial Member, Customs Appellate Tribunal Karachi; Member, Inspection Team-II, Sindh High Court; Presiding Officer, Special Court, Sindh Public Property (Removal of Encroachments) Karachi, and a Judge of Anti-Terrorism Court, Karachi.

Training and Study Tours

Ms. Kausar Sultana Hussain attended the International Visitor Leadership Program (IVLP) on “Protection of Intellectual Property Rights” organized by the United States Department of State in 2016.

She is a Chevening Scholar and was a part of the extended 12-weeks program in 2009 on “Democracy, the Rule of Law and Security” at the Centre for Studies in Security and Diplomacy (CSSD), University of Birmingham.

She also undertook a study tour to Northern Ireland to study the legacy of historical violent conflict (The Troubles) and peace efforts during the late 20th Century.

In 2012, she successfully completed the training program in International Law at The Hague, Netherlands, arranged by The Hague Forum for Judicial Expertise, an affiliate of the University of Amsterdam and the Council for Judiciary in Netherlands.

As part of her study tours, she visited the European Union Secretariat in Brussels, and International Court of Justice (ICJ), the International Criminal Court, the International Tribunal for the former Yugoslavia, the Special Tribunal for Lebanon, and the Permanent Court of Arbitration in The Hague.

She participated actively in professional workshops, seminars, and training programs conducted by the Sindh Judicial Academy, Punjab Judicial Academy, Federal Judicial Academy, the Ministry of Law, Government of Pakistan, British Council, and the Aga Khan Foundation.

She remains a visiting faculty to the Sindh Judicial Academy, Karachi, and delivers lectures to the participants from the judicial community.

She was elevated as an Additional Judge of Sindh High Court on 6th February, 2018. She was confirmed as Justice of the Sindh High Court on 27th December 2018.

She was among six Additional Judges of the Sindh High Court who took an oath of their office. The six other Additional Judges were Justice Irshad Ali Shah, Justice Shamsuddin Abbasi, Justice Amjad Ali Sahito, Justice Adnan Iqbal Chaudhry, and Justice Agha Faisal.

She also serves on the Syndicate of the Jinnah University for Women, Karachi, as a representative of the Sindh High Court.

Justice Kausar Sultana Hussain has been assigned the responsibilities of Monitoring Judge, District Thatta. She will retire from service on 15th August 2024.
