Muhammad Hashim Khan Kakar

  • Muhammad Hashim Khan Kakar was elected Finance Secretary and Vice-President of the Balochistan Bar Association from 1993 to 1994.

Early life and education

Justice Muhammad Hashim Kakar was born on 18 September 1963. His father Haji Wazir Muhammad was a retired Government officer and his grandfather Haji Abdul Rahim was a retired army officer and tribal figure in Pishin.

Hashim Kakar completed his primary and secondary education at Government Middle School Killi Kotwal and Muslimabad High School, Quetta.

He completed his Master in Political Science from the University of Balochistan in 1988 and received his LL.B from University Law College, Quetta in 1988.

Legal Career

Hashim Kakar entered the legal profession after enrolling as an advocate on 18 March 1990, and subsequently as an advocate of the Balochistan High Court on 19 March 1992.

He has practiced law for over two decades before the lower courts and the Balochistan High Court. He has conducted numerous cases on criminal, civil and constitutional that have been reported in law journals.

Hashim Kakar was appointed as a Judge of the Antiterrorism Court in Quetta from March 2002 till September 2004.

He was elected Finance Secretary and Vice-President of the Balochistan Bar Association from 1993 to 1994. He was elected a member of the Balochistan Bar Council from 2005 to 2009 and served as Vice Chairman from 2007 to 2008 and Chairman of the Executive Committee from 2008 to 2009.

Hashim Kakar was appointed as the chairman of the Balochistan Service Tribunal from 19 October 2009 till 12 May 2011.

Muhammad Hashim Kakar was elevated as Additional Judge of the Balochistan High Court on 12 May 2011. He was confirmed as a permanent judge on 11 May 2012.

Apart from his judicial responsibilities, Justice Kakar was the chairperson of the Gardening Committee, a member of the Case Fixation Committee, and Green Bench Committee.

Justice Kakar served on the Kharotabad Commission in 2011. The Kharotabad Inquiry Report was formed over a judicial inquiry over a raid by law-enforcement agencies in Kharotabad area of Quetta on 18 May 2011.

The report by Justice Hashim Kakar was submitted to the Government of Pakistan over the events leading to the Frontier Corps opening fire on five alleged Chechen citizens including three women.

After observing the report, Prime Minister Yousaf Gillani classified the reports and marked it restricted papers in 2011 and no details were made public.

Justice Muhammad Hashim Kakar is currently serving as senior puisne judge of Balochistan High Court after Justice Naeem Akhtar Afghan took oath as Chief Justice on 9 August 2021. He will retire from service on 17 September 2025.

Other activities

Muhammad Hashim Kakar served in an honorary capacity as a lecturer at the Police Training Centre in Quetta in 2002. He was presented an award of distinction by the National Youth Organization of Pakistan for 1989-90.

Justice Muhammad Hashim Kakar remained a member of the Board of Directors in the Balochistan Rural Support Program (BRSP), Quetta and Asia Foundation.

He was also a member of the Board of Studies at University Law College, Quetta. He delivers lectures to judicial officers during orientation workshops of the District Judiciary at the Balochistan Judicial Academy, Quetta.

Justice Kakar is a lifelong philanthropist and established a girls’ school through tireless efforts in 2006. The Girls High School located in Nawan Killi, Quetta is run by a charity and educates 1400 girls yearly.
