Salahuddin Panhwar

Early life and Career
Justice Salahuddin Panhwar was born 9th August 1966 in Mirpurkhas, Sindh. His father’s name is Dr. Ghulam Mustafa Panhwar. He was self-taught and became an advocate through his diligence.

The honorable justice was appointed as a civil judge in 1996 in Umerkot and started his private practice in 1998. He was enrolled as an Advocate of the Lower Court on 20th October 1994. He was enrolled as an Advocate of the Sindh High Court on 25th February 1997.
Salahuddin Panhwar was enrolled as an Advocate of the Supreme Court of Pakistan on 17th July 2010.

Justice Salahuddin Panhwar was elected General-Secretary District Bar Association Mirpurkhas from 2002-2003 and from 2005 to 2006. He was elected as President of the District Bar Association, Mirpurkhas from 2006-2012.

He remained a Member of the Pakistan Bar Council from 2010 to 2012. During his time, he served as Chairman of the Human Rights Committee from 2010-2012, and Chairman of, the Appeal Committee (Sindh) from 2011 to 2012.

He was a Member, of the Board of Governors, Law Colleges (University of Sindh) from 2009 to 2012. He has served as a Member Board of Governors, Public School, Mirpurkhas from 2009 to 2012.

Sindh High Court

Salahuddin Panhwar has been Justice of the Sindh High Court since 27th June 2012. He will retire from service on 8th August 2028.

He has given historical decisions in cases of honor killings in many parts of Sindh including Sukkur, Shikarpur, and Larkana. He also heard cases for banning quacks and fake doctors in the province.

The Sindh High Court Sukkur Bench headed by Justice Salahuddin Panhwar gave a decision to abolish the direct flowing illegal water course. He appointed Director Nara Canal Mansoor Memon to implement the order. After 20 years, water reached the ends of canals and saved the agriculture sector.

Justice Panhwar heard the case filed by Deepak Rathore, who was paralyzed after being shot by former SSP Hyderabad Irfan Baloch. The judge ordered the Government of Sindh to pay Rathore’s wife Rs 50,000 each month until his treatment was completed.

Justice Salahuddin heard a case seeking the ban on the sale of gutka. The judge observed that the number of cancer cases was rising due to the increasing use of gutka and other tobacco products. The judge sought a report from Inspector-General Sindh on the sale of gutka. He said the manufacturing of gutka should be banned and ordered the police to arrest all gutka sellers.

He also passed a verdict that the Sindh Tenancy Act 1950 should be reformed and amended. The law regularizes the relationship between landlords and peasants and aims to protect the rights of the farmers.

In October 2018, the Sindh High Court chief justice appointed Justice Salahuddin Panhwar to oversee the joint investigation team (JIT) formed to investigate the May 12 carnage. The JIT was assigned to investigate various cases and report to the monitoring judge.

As part of his philanthropic activities, he helped establish a library and computer lab for underprivileged children in his native village.
