Uvalde investigation details law enforcement’s ‘systemic shortcomings’

A 77-page assessment identified “systemic flaws” and “poor decision making” in the police reaction to the Robb Elementary School massacre in Uvalde.

The Texas Tribune said it had reviewed the committee’s findings. Which said the gunman’s family missed warning flags. The school system didn’t follow its safety plan, and the police ignored active shooter training.

The shooting reportedly drew 376 police officers. The study stated that there was no clear leadership and that first responders lacked fundamental communication skills and urgency to stop the gunman.

The study criticized state and federal police, who helped the most. The report lists 91 state police officers, 149 Border Patrol agents, 25 Uvalde city police officers, 16 sheriff’s deputies, and 5 UCISD officers.

The study said, “No one set up an incident command post during the crisis.” “Even though there however mayhem, top officers from other responding agencies didn’t tell the Uvalde CISD head of police or anybody else in authority that a command post needed or give support.”

Some cops tried to reach the shooter without being told, and the committee agreed. If additional police aided, they may have succeeded.

Even while the school had the necessary safety precautions, it wasn’t doing enough to make sure they worked. Staff regularly left doors unlocked and propped them open with pebbles, wedges, or magnets because they lacked keys.

The committee also intended to show family members the school’s CCTV video. Which showed officers in a hallway for more than an hour before executing the gunman.
