Dr Ishrat Hussain, Advisor to the Prime Minister on Institutional Reforms, said that it is very easy to bring down or weaken the institutions but it takes a long time to rebuild them.

Federal Minister for Information and Broadcasting Shibli Faraz along with Advisor on Institutional Reforms Dr Ishrat Hussain said in a press conference that the purpose of talking to the media was to inform about the level of appointment and restructuring of heads of various institutions.

He said that a structure should be built in the country which is in accordance with the requirements of the time and can do its work with great efficiency and work is underway for this.

Dr Ishrat Hussain said that some institutions act as the backbone of our economy and the largest of them is the Federal Board of Revenue (FBR).

He said that the first priority of the Prime Minister was that whatever appointments we make to the heads of the institutions should be based on transparency and merit, for which we took a summary in the cabinet.

He said that the requests of the heads of the institutions are received and the list of names is shortened and then a panel of 10 or 12 men is formed and sent to the independent selection board, in which the minister in charge is out. Is called an expert in this field and includes other people including the Establishment Board who conduct the interviews.

Dr Ishrat Hussain said that this board prefers to compile a list of names which goes to the cabinet. Earlier it was the prerogative of the Prime Minister but now he said that we will discuss and approve it jointly in the cabinet.

He said that for the first time in Pakistan work has been done under open merit due to which 40 to 45 people have been elected so far and no one has challenged it.

“Among them are overseas Pakistanis who used to tell me that we never thought we could come to this job without a recommendation and without anyone asking,” said the institutional reform adviser.

Dr Ishrat Hussain said that the officers who get promotions are also made by the Central Selection Board and Shibli Faraz is a member of it.

He said that no one was promoted on the basis of seniority or anyone’s request, the last selection board was channelled on which Justice Athar Minallah has a big decision that it is transparent and there is no need for judicial intervention.

He said that Justice Athar Minallah maintained all the promotions and those who were superseded said that you have no right, this is a new atmosphere in Pakistan, it will take time but the results.

He said that now people have started working that if we do not work we will not get promotion whereas before there was no distinction and every man gets promotion on the basis of seniority whether he is eligible or not and this A very important step has been taken in this regard.
