Volodymyr Zelensky, the president of Ukraine, has said that Russia’s attacks on Ukraine’s energy infrastructure are meant to make more people leave.

In a video address to the European Council, Zelensky said, “After trying to use energy resources as a weapon against Europe and failing, the current Russian leadership has given the order to make the energy system itself a battlefield.” Again, all of us in Europe will be in danger because of this.”

“Over a third of our energy infrastructure has been destroyed by Russian cruise missiles and Iranian attack drones,” he said. “Because of this, we are no longer able to send you the electricity to help keep things stable.

After days of Russian attacks on energy infrastructure, the country has lost at least 40% of its ability to make electricity. This week, Ukrainian officials warned that there would be both emergency and planned blackouts.

Zelensky also said, “Russia is also causing a new wave of Ukrainians to move to the EU.” Russia’s terror against our energy infrastructure is meant to cause as many problems as possible with electricity and heat in Ukraine this fall and winter, so as many Ukrainians as possible will leave for your countries.

Zelensky also said that Russia was making a large-scale disaster more likely in the south of Ukraine by mining a key dam on the Dnipro River and the hydroelectric plant next to it in the southern Kherson region.

“We have information that Russian terrorists have mined the dam and units of the Kakhovka hydroelectric power plant,” Zelensky told the Council of Europe during a video address.

“The dam of this hydroelectric power plant holds about 18 million cubic meters of water. “If Russian terrorists blow up this dam, more than 80 settlements, including Kherson, will be in the zone of rapid flooding. Hundreds of thousands of people may suffer. Water supply to a large part of southern Ukraine could be destroyed. This Russian terrorist attack could leave Zaporizhzhia nuclear power plant without water for cooling – water for ZNPP is taken from the Kakhovka reservoir.”
