Court unhappy over delay in appointing lecturers

Internees will be hired for a year to fill the gap in teaching faculty

 KARACHI: Seeing delays in appointments of subject specialists in schools and colleges, the court has directed Sindh Public Service Commission (SPSC) to fill the vacant posts within three months.

While hearing appeals, Justice Salahuddin Panhwar of Sindh High Court directed the secretary and additional secretary of college education to submit details of vacant posts of lecturers, except those 1,500 to be filed by SPSC.

Controller of Examinations SPSC apprised the judge that the matter is stuck with the IBA expert who will conduct interviews but claiming conveyance, boarding and lodgings which can not be paid directly.

Justice Panhwar was disappointed to hear that the SPSC is not yet independent and budgets are released on a requisition basis. The court asked for a proposal to make SPSC autonomous with permanent funds available.

The court ordered the Chairman of SPSC to act as administrative secretary beside the principal accounting officer. The finance department was also ordered to release funds directly.

Concerning expenses on interviews of subject specialists, VC IBA Sukkur was directed to make arrangements and for payment to be released directly to avoid further delays in interviews.

The Additional Secretary of the College’s Education Department informed the court that internees will be hired for a year to fill the gap in teaching faculty. The court allowed this stopgap arrangement but stressed that they should be appointed on merit.

A total of 46 new college buildings have been completed in Sindh but strength and budgets for teaching and non-teaching staff are yet to be approved, the court was apprised.
