Qaiser Rashid Khan

  • He obtained his law degree from Khyber Law College, Peshawar in 1984.
  • He was elected as a member of the Pakistan Bar Council on 22 December 2010 and secured the highest number of votes among all the elected members in the country.
  • He served as the Senior Justice of Peshawar High Court from 28 June 2018 to 16 November 2020.

Early Life and Education

Qaiser Rashid Khan was born in Thana, Malakand Agency on 31 March 1961. He received his secondary education from Cadet College, Kohat in 1976. He completed his F.Sc. from Islamia College, Peshawar in 1978 and graduated in 1981.

He obtained his law degree from Khyber Law College, Peshawar in 1984. He also did M.A in Political Science in 1987 and M.A in Journalism in 1991 from the University of Peshawar.

Legal Career

Qaiser Rashid Khan started his legal career and enrolled as an Advocate of the lower courts in 1984. He enrolled as an Advocate of the High Court in 1991. He later become an Advocate of the Supreme Court in 2008.

During his legal career, Qaiser Rashid Khan was elected as a member of the Provincial Bar Council for two consecutive terms in November 1998 and April 2004.

After the imposition of the state of emergency on 3 November 2007, he was amongst the first lawyers to be detained under Section 3 of Maintenance of Public Order (MPO) at Central Jail in D.I. Khan.

He was elected as a member of the Pakistan Bar Council on 22 December 2010 and secured the highest number of votes among all the elected members in the country.

Judicial Career

Qaiser Rashid Khan was elevated to as an Additional Judge of the Peshawar High Court on 2 August 2011. He was appointed as permanent Judge of Peshawar High Court on 12 June 2013.

He has been a Judge of the Labour Appellate Tribunal since January 2012 for the areas falling within the limits of D.I. Khan and Bannu Benches. He served as Inspection Judge for Buner, Upper Dir and Shangla districts in February 2013.

He was appointed as Member Subordinate Judiciary Services Tribunal on 21 June 2012. He was also Chairman Enrollment Committee, Provincial Bar Council for D.I. Khan.

He was appointed to the Election Tribunal for hearing appeals of the constituencies of the National Assembly and Khyber Pakhtunkhwa Assembly on 17 July 2013.

He was appointed as Inspection Judge of Districts Kohat and Hangu on l0 March 2014, and of Districts Swabi and Nowshera on 10 September 2014. He also appointed Inspection Judge of Districts Charsadda and Mardan on 13 January 2017.

He was later appointed as in-charge Judge High Court Administration to liaison the issues of construction work on 9 April 2014.

He was appointed Chairman of KP Subordinate Judiciary Services Tribunal on 10 April 2014. He was appointed as a Member of the Committee for Enhancing Environmental Justice in Pakistan in 2017.

Apart from his judicial career, Justice Qaiser Rashid Khan worked as an Additional Advocate General, Khyber Pakhtunkhwa from 17 March 2008 till his resignation on 25 March 2010. He also remained the legal advisor of the University of Engineering & Technology. Peshawar, and several banks.

Peshawar High Court

Qaiser Rashid Khan was elevated to the bench of the Peshawar High Court as an Additional Judge on 2 August 2011. He was appointed as permanent Judge of Peshawar High Court on 12 June 2013.

Justice Qaiser Rashid Khan took oath as Acting Chief Justice of the Peshawar High Court on 16 November 2020. He served as the Senior Justice of Peshawar High Court from 28 June 2018 to 16 November 2020.

He took oath as Chief Justice of the Peshawar High Court on 9 January 2021 after the death of Justice Waqar Ahmed Seth. He will serve till his superannuation on 30 March 2023.
